WASHINGTON – President Donald Trump's administration will pay less to NATO under an agreement reached days before the president is set to travel to London to celebrate the 70th anniversary of the 29-member trans-Atlantic alliance.

Even before he was elected in 2016, Trump frequently railed against the military alliance that largely defined the global order following World War II. Specifically, the president has argued for years that European nations should pay more for their own security.

A NATO official speaking on the condition of anonymity told USA TODAY that member states agreed to a new formula this week for the organization's common funding, which covers the cost of a headquarters and some military operations. The move is largely symbolic because it is separate from the defense spending Trump focuses on.

The U.S. previously contributed about 22% of NATO's roughly $2.5 billion in annual common fund costs. Defense officials told CNN the Trump administration sought to reduce its contribution to roughly 16%, or a roughly $150 million difference.

"Under the new formula, cost shares attributed to most European Allies and Canada will go up, while the US share will come down," the NATO official said. "This is an important demonstration of Allies' commitment to the Alliance and to fairer burden-sharing."

The move comes after French President Emmanuel Macron told The Economist in an interview earlier this month that NATO was experiencing "brain death," warning that the European members could no longer rely on U.S. leadership. German Chancellor Angela Merkel condemned the remarks as "drastic words" that did not reflect her view.

Trump has long complained about cost-sharing with the alliance. Most of those complaints have focused on countries that are not meeting the goal of spending 2% of economic output on defense budgets, a goal NATO members agreed to in 2014 during the Obama administration.

The North Atlantic Treaty Organization was created in 1949 with Europe still reeling from the devastation of World War II. Concerned about communist expansion in Europe and the increased capability of enemies to reach across the Atlantic, the U.S., Canada and other nations embraced a system of collective defense.

The White House did not respond to a request for comment. 

Trump will meet with allies on the outskirts of London on Dec. 3-4 for the annual NATO meeting. They will discuss a wide variety of strategic economic and security issues: threats from cyberspace, terrorism, Syria's eight-year-old civil war, China's growing military might, an assertive Russia, space warfare and more.

'Absolutely disgusting': Toronto police search for suspect in a string of attacks with 'liquefied fecal matter' - USA TODAY

Police in Toronto are searching for a man suspected in a string of assaults in which buckets of "liquefied fecal matter" have been dumped on people in Canada's most populated city.

The Toronto Police Service is investigating three incidents involving the same person, a black man "in his 20s to 30s, and of medium build," according to a Tuesday news release. All three cases are being described by police as "assaults."

"I don't know what to say, I'm at a loss, this is absolutely disgusting," Toronto police Const. David Hopkinson was quoted in the Toronto Star.

The first incident occurred Friday at the John P. Robarts Library on the University of Toronto's downtown campus. According to a statement from Toronto police, "the man poured the contents of a bucket he was carrying onto two unsuspecting people who were seated at a table in the library."

The second incident was reported Sunday at Scott Library at York University in Toronto. The assailant entered the library with a bucket and, again, poured its contents on an "unsuspecting person," police said.

The third incident involved a woman who was walking in an area close to downtown on Monday night when a man approached and poured the contents of a bucket he was carrying on her, police said.

"He was wearing a yellow construction hat and a dark-blue jacket," police said in a Tuesday release

In the York University incident, the assailant "was wearing a black hat, blue top, light-colored pants and black gloves," according to police. 

The man fled on foot following all three incidents, police say.

Mariah Carey may have dropped "All I Want for Christmas is You" back in 1994, but 25 years later the holiday hit is still raising the bar.

The Guinness World Records organization announced on their website Monday that the pop diva has set three world records with her Christmas classic.

The song broke the record for highest-charting holiday (Christmas/New Year) song on the Billboard U.S. Hot 100 by a solo artist. The song also set the bar for most-streamed track on Spotify in 24 hours by a female artist, with 10,819,009 streams last December, as well as the record for most weeks in the U.K. singles Top 10 chart for a Christmas song at 20 weeks.

On Saturday, Carey was presented copies of her pages from the "Guinness World Records 2020 Edition," along with her record title certificate, by an official adjudicator from the organization. Guinness World Records' Michael Empric gave Carey the documents onstage during her show at The Colosseum at Caesars Palace in Las Vegas.

Carey took to Instagram Monday to celebrate her accomplishments.

"Thank you so much Guinness World Records for honoring me with three records in the 2020 book!" she wrote, captioning a photo of herself beaming onstage with the certificate, Empric and her children, 8-year-old twins Monroe and Moroccan. 

"Michael from @guinnessworldrecords presented me with a certificate on stage, so naturally, I asked him to join us for the #AllIWantForChristmasIsYou finale!" she added.

Carey opened up to USA TODAY earlier this month about what went into crafting the holiday hit.

"I really started with thinking, 'What are all the things I think about at Christmas?' Lights, presents, stockings, fireplaces," Carey said. "I've always loved Christmas so much my entire life, but I grew up not having a lot of money and not being able to experience it like the other kids did."

She continued: "I wanted Christmas to be perfect, but for a lot of different reasons, it didn't always end up working out well, coming from such a dysfunctional family. So I think when I wrote it, I just put every ounce of longing for that perfect moment in it."
